- Family Makers Surrogacy — best overall. $60,000 first-time base, $95,000 first-time total. Fastest response time, all-former-surrogate coordinators.
- Family Tree Surrogacy Center — best for California first-timers. $60,000 + $1,000 first-time base, $80,000+ total. 24/7 case manager access.
- Simple Surrogacy — best for LGBTQ+ match priority. $58,000–$63,000 first-time base, $73,000 total. 70% LGBTQ+ intended parents, operating since 2002.
- NewGen Families — best experienced base pay floor. $80,000+ experienced base, $92,000 experienced total. Senior-only staff.
Based on partner agencies' published rates, checked Aug 2026. Base and total are always shown separately; total includes allowances and contingent fees that depend on your journey.
How we make money
We don't take advertising money from agencies. We earn a referral fee from partner agencies for surrogates we refer. Every agency on this page pays the same fee on the same terms, so ranking one above another doesn't change what we earn. Agencies can't pay to move up, and they don't see this ranking before you do.What we re-verified for 2026
A year in the title is only honest if the page was actually checked this year. Here is what was re-checked and what wasn't.
- Compensation figures: re-checked against each partner's published rate sheet in August 2026. Base and total package are listed separately on every card.
- Reviews: 152 verified surrogate reviews across the four partners, collected January through May 2026. The counts and platform list are on our surrogacy data page.
- Dimension scores: the 0–20 scores shown in each scorecard were last updated in May 2026 and are the same numbers our quiz uses.
- Not yet re-verified: the named escrow provider and SEEDS membership for each agency. We ask every partner for both and publish what we get. Where a card says "not yet published," that's why.
Our 2026 ranking methodology
We analyzed 152 verified surrogate reviews for the 2026 rankings. All four partner agencies score 4.8 stars or higher on third-party platforms, with a combined positivity rate of 97%. We score each agency across 8 dimensions: compensation, communication, community, LGBTQ+ inclusion, helper orientation, flexibility, first-timer friendliness, and experienced-surrogate service. Each dimension is scored 0–20 from verified reviews, direct interviews, and each agency's published terms. The full method lives on our reviews methodology page.
This is an editorial ranking, not a sum of the scorecard. If you add up the eight dimension scores, the four agencies land within six points of each other: Family Tree 115, Simple Surrogacy 115, NewGen 112, Family Makers 109 (out of 160). That spread is too small to rank on, so we don't. The order below is our editorial call, and the criteria are these, in this order:
- First-time total package — what a new surrogate can expect, base and contingent shown separately.
- Day-to-day support — response time, who your coordinator is, and whether she has been a surrogate herself.
- Coverage — how many states the agency can actually match you in.
- Track record — years operating and review volume, not just the star average.
Family Makers leads on the first three. It also has the lowest experienced-surrogate score (5/20) in our set, which is why it is not the pick for a second journey. The scorecard under each agency shows exactly where it is strong and weak.
The 2026 overall rankings
Badges are editorial picks for 2026. They are not a certification and not a guarantee of your experience.
#1 Best Overall — Family Makers Surrogacy
Why #1: Family Makers pairs the highest first-time total in our network ($95,000, on a $60,000 base) with the fastest stated response time (under one hour during business hours) and case coordinators who have all been surrogates with the agency. It scores 20/20 on communication and helper orientation. It does not score highest on every dimension — see the scorecard — but it wins on the criteria we rank on.
Compensation, base vs. contingent: the $60,000 base is paid in 8 equal monthly installments starting within 5 days of a confirmed heartbeat. Everything above base (allowances, transfer and medication fees, milestone and delivery-related fees) is contingent on what happens in your journey. The agency states the final installment is completed before a full-term delivery; confirm the exact schedule in your contract. If a transfer doesn't take, medication and transfer fees are still paid. If a pregnancy is lost, payments are pro-rated to the day of loss. Experienced surrogates: $70,000+ base, $105,000+ total.
What surrogates pay: $0. All approved expenses are reimbursed. Medical bills not related to the pregnancy are not covered.
Matching timeline: the agency reports that approved surrogates are often matched immediately; reviewers describe matches within about three weeks of approval. Screening is the standard medical and psychological evaluation — see our requirements guide.
Escrow provider: not yet published on this site. Ask the agency which independent escrow company holds surrogate funds before you sign.
"Choosing Family Makers for my surrogacy journey was one of the best decisions I've ever made. From the very beginning, the process felt thoughtful, organized, and genuinely supportive."Katie R., Google review, January 2026 — displayed once consent is on file
Best for: first-time surrogates in the Southeast and Midwest (GA, FL, IL, VA, MD, NC, SC, TN, OH, PA, MI) who want the highest first-time package and a structured process.
Honest limitation: doesn't serve TX, LA, NE, or NY. Reviewers mention the preparation phase can feel slow, and the agency expects steady engagement.
Who we would not send here: an experienced surrogate optimizing for pay on a second journey, or anyone who wants a light-touch, low-contact process.
Family Makers scorecard
#2 Best for California First-Timers — Family Tree Surrogacy Center
Why #2: Family Tree has the highest rating among partners with 50 or more reviews (4.9 across 56 Google reviews) and the strongest community score in our set (20/20). A weekly check-in minimum and 24/7 access to your case manager's cell make it the most hands-on partner for a first journey. The $1,000 first-timer bonus on top of the $60,000 base is small, but it's a signal.
Compensation, base vs. contingent: base is guaranteed and paid monthly after heartbeat confirmation. A monthly allowance starts after legal clearance, before transfer. Total first-time package starts at $80,000; the part above base depends on your journey. A failed transfer still pays $1,500 per attempt plus any benefits already paid. A lost pregnancy is compensated for the milestones completed per contract. Experienced surrogates: $75,000–$85,000 base, $90,000–$105,000 total.
What surrogates pay: $0. Approved expenses are covered or reimbursed, with advances when needed.
Matching timeline: reviewers report matches in roughly four weeks to two months. The agency says it will rematch rather than rush a poor fit, which can add time.
Escrow provider: not yet published on this site. Ask which independent escrow company holds your funds.
"This is my first journey and I love how they take the time to explain how everything works and keep in contact with you so that you're not left with all these questions."Gabriela L., Google review, 2024 — displayed once consent is on file
Best for: first-time surrogates in California, Nevada, and Arizona who want maximum hands-on support. If you're in Arizona, ask an attorney about A.R.S. § 25-218 before you commit — Arizona treats surrogacy contracts differently from California.
Honest limitation: a small team. Rematching can take time if your first match doesn't work out, and post-birth contact with intended parents isn't always ongoing.
Who we would not send here: anyone outside CA, NV, and AZ, or a surrogate who wants the fastest possible match over the right one.
Family Tree scorecard
#3 Best for LGBTQ+ Match Priority — Simple Surrogacy
Why #3: Simple Surrogacy has the longest track record in our network (operating since 2002), the highest LGBTQ+ intended-parent share (about 70%, per the agency), and the top scores in our set for LGBTQ+ inclusion (20/20) and flexibility (18/20). The owner is a three-time surrogate. If helping a same-sex couple is the reason you're doing this, this is the pick.
Compensation, base vs. contingent: base is $58,000–$63,000 depending on insurance and location, and base is compensation only — every allowance and fee is added on top. Total first-time package is $73,000. Base pay starts 5 days after a positive pregnancy test, with the last payment at delivery. If a transfer doesn't take, medication-start fees, transfer fees, and expenses are still paid. A lost pregnancy is pro-rated to the day of loss and nothing is repaid. Experienced surrogates: $68,000+ base, $89,000 total.
What surrogates pay: $0. Travel is paid through the agency and meals are reimbursed.
Matching timeline: reviewers describe choosing intended parents within days to a week. The agency's Texas pool is deep, which is the main reason.
Escrow: the agency describes itself as an escrow advocate that follows up to make sure you're paid on time. The named escrow company is not yet published on this site — ask.
"I have been a gestational carrier three times with Simple Surrogacy. They are so caring and organized. I felt they matched me perfectly and I couldn't be happier."Cassi D., Google review, May 2023 — displayed once consent is on file
Best for: surrogates in Texas who want to help same-sex couples. Also strong across the Midwest and Central US. All-female owned and operated.
Honest limitation: compensation is lower than the other three ($73,000 total vs. $72,000+–$95,000). The agency says this is deliberate, to keep costs manageable for intended parents.
Who we would not send here: a surrogate choosing on total package alone, or anyone who wants minimal contact with her coordinator.
Simple Surrogacy scorecard
#4 Best Experienced Base Pay Floor — NewGen Families
Why #4: NewGen has the highest experienced base floor in our network — $80,000+ — and a 20/20 compensation score. Note the word floor: Family Tree's experienced range ($75,000–$85,000) tops out higher, and Family Makers' experienced total ($105,000+) is larger than NewGen's $92,000. What NewGen guarantees at the bottom of the range is what stands out. Staff are senior-only, with 10+ years each and no junior coordinators. The founder became a dad through surrogacy after failed attempts abroad.
Compensation, base vs. contingent: first-time base is $60,000 in 10 equal payments beginning at heartbeat confirmation, with a $72,000+ first-time total (additional bonuses may apply). Experienced base is $80,000+ with a $92,000 total. If a transfer doesn't result in pregnancy you're still paid per attempt. After a loss, you continue the process and receive the same benefits on the next transfer.
What surrogates pay: $0. Medical costs are covered by intended parents; your regular household bills are yours.
Matching timeline: the agency reports that experienced surrogates are often matched immediately. Intended parents can't sign until they are matched, which some find frustrating on their side.
Escrow provider: not yet published on this site. Ask which independent escrow company holds your funds.
"I am a 3rd time surrogate and just finished a surrogacy with NewGen Families. Extremely great to work with and truly understood what a surrogate like myself goes through."Chanel C., Google review, June 2025 — displayed once consent is on file
Best for: experienced surrogates who want a guaranteed higher base on a second or third journey, especially on the West Coast (CA, NV, OR, WA, CO). Roughly 50/50 heterosexual and same-sex intended parents.
Honest limitation: the newest agency in our set (2021) with the smallest review count (9). Five years is the minimum we require, and NewGen is right at the line.
Who we would not send here: a first-time surrogate who wants the most hands-on onboarding (first-timer score 6/20), or anyone who isn't comfortable supporting intended parents' medical decisions, including termination.

How to pick between them
The best agency for you depends on three things: your state, your experience level, and what matters most to you.
Find your best agency
If you live in California, Nevada, or Arizona
Family Tree for a first journey, NewGen Families if you've done this before. Both have deep California coverage. See our California agency comparison for the head-to-head.
If you live in Texas
Simple Surrogacy. Texas Family Code Chapter 160 lets a court validate the agreement before transfer, and Simple handles that filing routinely. Details on our Texas agency page.
If you live in Florida, Georgia, Illinois, Virginia, Maryland, the Carolinas, Ohio, Tennessee, Alabama, Mississippi, Kentucky, West Virginia, Indiana, Michigan, or Pennsylvania
Family Makers is probably your partner. It covers most of the Southeast and Midwest. Florida specifics are on our Florida agency page.
If you're an experienced surrogate
NewGen Families has the highest guaranteed base floor ($80,000+). Compare it to Family Makers ($70,000+ base, $105,000+ total) and Family Tree ($75,000–$85,000 base) if either serves your state — the totals can land higher.
If you're motivated to help LGBTQ+ families specifically
Simple Surrogacy (about 70% LGBTQ+ intended parents) or NewGen Families (roughly 50/50).
If you value the highest first-time package
Family Makers at $95,000 total, then Family Tree at $80,000+. Simple Surrogacy's $73,000 is lower; Texas's lower cost of living closes some of the gap, but not all of it.
Why we don't rank more agencies
We evaluated dozens of US surrogacy agencies for this list. Only four met our bar for partnership. The rest fell short on one or more of these criteria:
- In-house escrow instead of an independent third party
- No SEEDS membership
- Vague or inflated compensation claims
- No former surrogates on staff
- Pressure-sell tactics with prospective surrogates
- Hidden fees or surrogate-facing charges
- Below-market compensation
- Poor surrogate reviews across multiple platforms
We'd rather tell you about four agencies we actually trust than pad a list with agencies that might not serve you well. Not being on this list is not a verdict on an agency — some are fine and simply haven't gone through our vetting. If you're researching an agency not listed here, run it through our red flags guide before proceeding.
